CBM 1: National strategies, policies and programs

Background: CBM 1 is designed to foster transparency and predictability among member states by encouraging the exchange of national cybersecurity policies, strategies, regulations, best practices, threat assessments, and programs. Such openness provides insight into national priorities, strategic objectives, and governance structures. Where relevant, member states may also highlight how their approaches align with regional practices, helping to identify common ground and potential areas for cooperation. This openness fosters mutual trust and understanding, enabling partners to better anticipate each other’s actions and policies in the cyber domain and reducing the risk of misperceptions.

Practice: There is no implementation activity yet, however, it is currently being examined whether a web portal can be set up for implementation or whether existing portals, such as the ECOWAS Cyberportal, which was established in 2019 through a partnership with France and the EU via the project OCWAR-C aiming to fight cybercrime,381 can be used for this purpose.
